Conservation Advisory Council to Review Plans for 831 Route 35 on 7/13

The CAC does not approve or deny development applications. Rather, its role is to review environmental issues, advise the Planning Board, and help ensure that natural resources are carefully considered and protected during the review process.

Formal PlansFiled for 14-Home Subdivision at 831 Route 35
The developer has now formally submitted plans to the Town of Lewisboro for the subdivision of the nearly 15-acre property at 831 Route 35 in Cross River, historically known as the Reynolds property.
The proposal calls for 14 homes in a gated development in the center of Cross River, along one of the most congested sections of Route 35 and in an environmentally sensitive area near the Cross River and adjacent to the Ward Pound Ridge Reservation.
The Lewisboro Planning Board is scheduled to review the application on:
Tuesday, July 21, 2026, at 7:30 p.m.

Residents are encouraged to attend and observe the Planning Board’s review.

The proposed entrance to the gated development would be on Mark Mead Road.
The plans indicate that most of the existing trees on the property would be removed to accommodate the homes, internal roadway, septic systems, grading and other site work.

Issues that warrant careful review include the proposed density, traffic and safety on Route 35 and Mark Mead Road, tree removal, stormwater and drainage, effects on the Cross River, wells and septic systems, proximity to protected open space, and the impact on the character of Cross River.
Planning Board meetings do not provide an opportunity for general public comment. Residents may, however, email the Planning Board in advance with concerns, questions or issues they believe should be examined during the review.

Attend the Town Board Meeting — Monday, June 22 at 7:30 PM
Residents concerned about the subdivision of the former Reynolds property at 831 Route 35 in Cross River are encouraged to attend the Town Board meeting at Lewisboro Town House, 11 Main Street, South Salem on Monday. Ask the Town Board to review whether current half-acre zoning is appropriate and to consider a temporary moratorium while that review is completed.

Several residents attended the June 8 Town Board meeting to express concern about potential development of the Reynolds property at 831 Route 35. During the meeting, Preserve Lewisboro delivered a statement asking the Town Board to take a fresh look at whether half-acre zoning remains appropriate along the south side of Route 35 in this congested and environmentally sensitive part of Cross River.
The Board suggested that residents may also wish to contact the Lewisboro Conservation Advisory Council. To our knowledge, the Planning Board has still not received a formal application for the property. The Planning Board is scheduled to meet on Tuesday, June 16, but the Reynolds property is not currently on the agenda.
At this stage, the most important step is for residents to write to the Town Board and ask it to examine whether the current half-acre zoning in this area still makes sense before any subdivision proposal moves forward. Residents should also ask the Town Board to put a temporary moratorium on building in the half-acre zone in question while that review is completed.
