Town Consultants Identify Significant Outstanding Issues
KSCJ Consulting, the Town’s planning and engineering consultant, reviewed the initial submission for 831 Route 35 and made clear that the current sketch plan is only a starting point. Its review calls for a more complete set of plans and substantial additional environmental and technical analysis, including:
A Full Environmental Assessment Form and a more complete SEQRA review;
Verification of wetlands, watercourses, reservoir setbacks, and the Town’s 150-foot wetland buffer;
Information about neighboring wells and septic systems;
A complete tree survey identifying trees to be removed or protected;
Fire Department review and confirmation of adequate emergency access;
A full Stormwater Pollution Prevention Plan, including calculations for a 100-year storm event; and
Further review of the proposed dead-end road, which would exceed 1,000 feet, compared with the 600-foot length generally permitted under Town Code.
KSCJ deferred further substantive comment until the applicant submits full plans, a Full Environmental Assessment Form, and a complete stormwater plan. The consultants also noted that additional technical studies may be required.

Conservation Advisory Council Calls for Thorough Review
The Lewisboro Conservation Advisory Council has also submitted a detailed report to the Planning Board. The CAC recommends a thorough environmental review and site visit, along with careful evaluation of:
Cumulative stormwater and groundwater impacts;
The extent of tree removal, grading, and clearing;
Potential effects on neighboring private wells;
Protection of wetland buffers and adjacent natural resources;
Wildlife habitat and movement through the Eastern Westchester Biotic Corridor; and
Opportunities to preserve larger, connected areas of woodland and open space.
